So I understand by sept. 2023 we will need to have some way for the aircraft to broadcast its location when flying inside the US. I live here but I am getting ready to move out, so my flights will be in other places soon.. Does anyone know if this rule will extend to other countries, or if FAA will require it in other places? Or does this regulation only apply within the US?
On a similar note, does anyone know if other countries are starting to implement the same thing?

The FAA has no jurisdiction outside the USA.

No way to tell but it would be reasonable that other countries would follow suit. That being said, there is still NOT a clear path to equipping new consumer drones with RID. My bet is this will be pushed off a year or more.
