Hello.
I live in a valley about 100 feet below a plateau. My question is, can I set my return to home at about 200 feet and fly over the plateau out of visual site? It’s just chaparral
and flat wilderness
does the gps remember my elevation at the bottom even when it’s above the plateau that’s 100 feet higher than my house or does it think that it will be 0 elevation up there? Also, how will my signal be affected flying behind the hill?

Once you see what is on the plateau then is the time to set the clearance.
The height the drone thinks about is its height above the take off point and I think you will find that it is measured by barometer, NOT GPS.
The drone has no interest in, or knowledge of, it's height above the ground UNTIL the ground comes within range of the downward looking vision sensors.
Behind the hill is likely to be a signal killer so MAKE SURE the loss of signal response is set to RTH otherwise you have a long walk and perhaps a climb ahead of you.

Don't fly over the plateau when the winds up there are stong and blowing AWAY from you.

Remember VLOS!
AGL is set from take off point ... so all altitude displayed is relative to that.

Don't forget LOS either! It determines signal stability, and loss of LOS triggers the loss of signal setting! In this particular case, VLOS and LOS would be one and the same.
