A cursory Google search shows they're pretty lenient at the moment - at least according to their Tourism office.

But Red Rock Secret Mountain Wilderness, Munds Mountain Wilderness, Sycamore Canyon Wilderness, and Red Rock State Park are all areas you can't take off or land in, even if you want to overfly the area. Arizona State Parks are prohibited for takeoff/landing, as are designated wilderness areas.

Dang i might be visiting Arizona in the fall and wanted to fly my drone over all that great scenery including Sedona. That sucks we can't fly there. Here in KS the State Parks we can fly last I knew.

Take a look at the maps. There's *plenty* of places you can fly without violating the Wilderness Areas. National Forests are wide open, for example, but not National Parks or State Parks.
