I fly without sim-card in the phone all the time.

Im setting up a cheap phone to use on quads all the time ,instead of using my s22 ultra

Remember that DJI Fly (and also Go4) are relatively resource hungry, so don't go for the least powerful phone.
When that is said, I run Go4 (for my Mavic 2) on an old Samsung Galaxy S7 phone - it works absolutely perfect.
