Stutter when panning compared to fpv drones

Greetings all. There are a lot of videos on how to reduce stutter while panning, even slowly. I have not noticed any of this problem with the fast paced and turn with fpv videos such as the avata.
Can anyone explain why.

usaully FPV drones use ND filters to eliminate this and get motion blur.

In my case once it was nothing to do with the drone / camera but instead the video settings on my monitor (refresh rate/frequency?) causing an appearance of stutter.

Also FPV footage is often shot in 60fps or more.

Having done plenty of testing i now shoot all video in 60fps i find panning much smoother at 60fps.

As the guy says below its down to personal taste at the end of the day.
