Short answer in NO!

The long answer is your tablet only needs to connect to the Internet to use features that require an Internet connection. None of those features are needed to fly.

Active track uses optical tracking so needs no GPS in the tablet or internet connection or sim card.
Follow-me needs GPS in the tablet but also needs no internet connection or sim card

If you want Satellite maps overlaid on your tablet/ Ipad swith your phone in Settings, Personal Hotspot to "ON" position

The compiled information was from OP feedback to a thread Msinger created. Be sure to look at the comments in the DISCUSS column. Lack of processor speed is usually the problem.
You don't need cellular service / sim card. that said it is good to get one that is WIFI + cellular to get GPS on the iPad if you want to use it.
