I've known a few people who always felt "they" were out to get them. It's a sad life to live.
The thing I found with most (if not all) of them is that they had a few reasons to think "they" were out to get them. It wasn't about the "they" as much as it was about them trying to hide things.
In other words, the more they tried to keep "them" from getting them, the more they felt "they" were out to get them. It was a self-fueled fear.
