Some video editing software has it built in. I used Vegas Pro 15 for that one.

How do you get this effect, it looks great.

Basic idea is to use either a rectangular or oval mask to blur the outer edges of the frame, and slightly over Saturate and over contrast the colors. Easy in some software, a bit more challenging in others. Here is one of my own efforts :
