UK drone code - flying over crowd not prosecuted

A couple of guys who were caught and arrested flying drones over a huge crowd at a fireworks display had their court case dropped today. Looks like the Air Navigation Order in the UK is effectively unenforceable. I was at the display - they were directly over the huge crowd and the Police were able to catch them at the time. The display got delayed until the drones moved away from the crowd.
