Unable to unlock zones

Can someone please tell me what documents I need to unlock zones?
I’m not in any flight restriction zones, but I’m unable to unlock any zones?
I had the mini 2 and never had any issues unlocking zones. But now with my mini 4 pro, I’m stuck in a loop.

Sorted now. I had to update the flysafe
