Yep, that needs to change.That's the current issue.
Right now, the waiver/authorization system is glacial. I filed two waiver requests in early December and have not heard a word of response yet. And they were pretty benign requests - just flying at very low altitude on the edge of Class D/E airspace around low-volume airports, and not under any standard or even likely approach or departure routes. In one case, my proposed flights would be more than 150' below the elevation of the runway.
