What are the red pixels?

... that I see on the DJI GO app screen while flying around?

Are they to show the blown highlights? Can I turn that setting off?

Overexposure meter if turned on, shows black bars on overexposed areas. The only red I have seen is if you have the focus indicator turned on. Then any places in focus would show red lines or specs.

The red in this case is good. Whatever has that red all over it is in focus. Look for the red and let it assist you. You can turn up or down it’s intensity within the app

Sounds like you're in manual focus mode with focus peaking enabled. Read up on the latter to find out what it is.
