what the heck youtube?

I post videos and they only show in 380p... I can't change it and I uploaded them in 1080 mp4 format exported by premier pro to have the best settings with youtube. Any Ideas?

How long have you waited? YouTube can take a while to process the higher-res versions of the video.

In fact, I just went to the video you posted above and it is available in 1080p 60fps.

Maybe you were only looking at the initial upload. Videos go into a queue and some things get processed and updated later. I now see resolutions up to 1080p in the same Settings pop-up box you show in the image.
