When to turn off collision avoidance?

Well, if you find yourself over water, trying to return to home point on land and your forward progress is 0mph! Dropped down to about 20 feet over the water, put into sport mode (which turns off collision avoidance) and fought my way back. Made it, but the pucker factor was definitely in effect. Note to self, wind speed at ground level maybe completely different at 240 feet. Lesson learned and cataloged for future reference.
 
Which drone? Never had this problem but unless it's one of my FPV drones, I generally don't fly that low. However, pretty strange up to 20 feet, you still have problems. What happens in your scenario should you hit the RTH button (which would have been my first solution)?

Glad you got it back to shore and landed.

Those off shore winds can put you in a situation quickly.

It was my Mavic 3 Pro. RTH wasn't an option as it's set to 120' which would have left me fighting the wind, plus I don't think RTH works in sport mode, does it?

That's correct.
If fighting against a strong wind, you don't want to be flying high where the wind is stronger.
You can change the RTH height setting at any time, but it probably won't go down as low as 20 ft.

I don't think RTH works in sport mode, does it?
It makes no difference what flight mode the drone is in.
When you initiate RTH, the drone switches to RTH Mode.

Sorry I didn't understand, I thought OA was slowing you to a crawl at 20' over water so you had to disengage to get it moving.

Also when flying directly into the sun, the glare will confuse the collision sensors and cause the drone to stop forward movement.

Put UAV Forecast APP on your phone .....it gives you all sorts of data at altitudes chosen by you...so you can see the wind speed at ground level AND at any altitude you want to know about

And remember that the information given is for a very large forecast area, and that may not apply uniformly across the entire area. Also, local terrain, trees, and buildings can create significant variations in wind speed and direction profiles. Nothing beats an actual observer on the scene.

It is actually quite area specific.....I get different information at my house and less than a half mile away at the bay
It's just a forecast and there are many reasons the forecast can be quite different from the actual winds where you want to fly.
