Why does my video look like this?

Hi,

I recently took my Pro to the beach and flew it. I'm noticing some weird issues with my video where when recording over water the video is not smooth (not sure what to call that effect). Example at the 1:00 minute mark in the video below. Looks like interference. You will notice it at most of the parts where there is video of water. Does anyone have any recommendations for video settings. My shutter was at 60 and I was using a 32 ND filter recording at 4k.

4K @ 60FPS can sometimes have issues in my experience, you can get a bottleneck with the encoder and it may will stretch the information if it exceeds 100mbps. I usually film at 30fps unless I specifically need to slow something down in post.
