I know going to the edge of the mountains at the east side of Albuquerque, I get that message too. All it is doing is warning me not to fly too close to being inside Albuquerque, because the N.E. heights are a NFZ limited zone because of the Air Force base on the south side of town. Military Jets and planes/helicopters fly through here all the time.
