In UK this would be permissible - you can fly over people you control. My concern would be the child release forms being explicit that a drone would be flying over their kids and thus making that parental consent an informed one based on the risk.

Guys, is mounting one underneath workable? Have they got a wide scattered beam, so as long as you are a good few metres above head height you will see them - and even better when at max altitude?
