In the Air Navigation Order Article 241: (A person must not recklessly or negligently cause or permit an aircraft to endanger any person or property)
Is that just directed at the Operator or anyone i.e. people that approach you to talk or even verbally abuse you?

I think you'll find it refers exclusively to you as the person in control of the drone. CAA and EASA regulations concerning drones are to the benefit of other people and offer no shielding or support for the mug holding the controller.
