Why not just use the LiPo as the powerbank? I do. Eventually it'll discharge to storage levels.

Yes I also do it that way; but this is convenient in case you need to use the device you want to charge later i.e. the phone or table.l; it's like a second option to not waste the energy.

Because you don't always have something to charge at the moment you want to discharge your batteries.
