Medical helicopters routinely dip below those limits in Hartford CT. These are approaching the hospital and I have to maintain a close eye out for these as well as fixed wing aircraft that are just over the 500' threshold while circling after take off or landing in Hartford-Brainard Airport. I have a waiver to fly in a sliver of 0' AGL sector as part my regular overflights of a construction site.
I spent 35 year in the southwest and those awesome views take me back. I can image manned aircraft dipping low in those areas for sightseeing purposes. So how you work these flights stay alert!
