Disconnect on the controller.

Press once and then pressing again and holding for 2 seconds does NOT disconnect . If I do the same procedure about 10 times it will finally disconnect . What am I doing incorrectly?

Try a little longer on the second press

And try to do it a little faster between first and second press. Sometimes I get a little slow between presses and it will not shut down.

I press once and then quickly press again and then continue to hold until something happens. Works every time.
