The location in the video is over and around The Krotona Institute of Theosophy, a spiritual center located in Ojai, CA (don't worry: it's closed on the weekends when this video was shot). The Institute owns a large tract of land on a hillside and is surrounded by an even larger parcel of land known as the Ojai Meadows, that is publicly accessible.
The white lines in the sky are contrails made by the dozens of flights a day from LAX to points north. Typically, they aren't as prominent as they were on the day this was shot.
