DJI RC1 upgrade to RC2, how to upgrade. Not working for me

This has always made me shake my head!
Under no circumstances does any O4 RC work with any O3 aircraft and vice versa. And why does the RC Pro work with the mini3 pro but not the mini3 non pro???
And yet... my Goggles2 and MC2 work with both my Mavic 3 Classic (O3) and my mini 4 pro (O4) but not my NEO (O4) why???!!!

While a thoroughly unsatisfying answer, because there's more than simply the transmission protocol that has to be engineered. There are also business considerations -- like on-going support costs -- that must be considered as well.
It isn't realistic to expect every controller to support every drone, as I'm sure you understand. It's more technically complicated than just the Occusync protocol, and non-technical business factors have an influence as well.
Bottom line, DJI for a plethora of reasons decided it wasn't worth it to do the engineering (however small), and take on the long-term support life of supporting the NEO on Goggles 2, for example. I suspect they analyzed the customer base that would benefit from this, and decided it was too small to add it to the support matrix.
These are never easy decisions. They're not formulaic, but subjective. Even who happens to be on the team at the time, in the management chain, etc. plays a part. Different people with different viewpoints can result in a different decision.
