That's both correct and incorrect.I think as a police officer you do not need to have a faa commercial uas license to fly. But it would be nice. but remember on the test one of the questions...public, COA, and search and rescue teams are allowed to used a drones. they only need to know the rules and how to fly the drone.
So that is why most police departments used their on officers and train them on their drones. I know several officers, state, local, and federal. also I am part of a search and rescue team in Alabama.

All of the Police Departments in my area, both large and small, own Drones.
