Easy program to apply filters to video like the DJI Go 4 Editor can?

Folks, in the DJI Go 4 video Editor, you can very quickly apply filter effects to each clip you have stored. Now, I usually use Davinci Resolve or Filmora to put together my edits but is there a simple, standalone program which can quickly apply filters to entire clips in the same way as the DJI Go 4 app Editor can?
