FAA E2 clarifications?

in a Mountain area in FAA E2 zone without cell service. Can I recreational fly, or not? altitude limits? I tried to research and am confused.

(5) In Class B, Class C, or Class D airspace or within the lateral boundaries of the surface area of Class E airspace designated for an airport, the operator obtains prior authorization from the Administrator or designee before operating and complies with all airspace restrictions and prohibitions.​

Can I request LAANC approval for hours different than the present time?

Yes. File a flight plan for the time and area you wish to use, then save the clearance if granted. You must still look for any NOTAMS or TFR’s that may affect the flight area before launching.
