Excuse my lack of knowledge, but what do filters actually do for the camera?

ND filters evenly limit the amount of light that enters the camera yet have no effect on color. mainly used to control shutter speed on the mavic so image looks smoother - less jittery and sharp

I'm only new to the Mavic, loving it so far, and was looking at filters for still photograhy. I use them on the SLR all the time. The specs say the shutter speed can go to 8 sec. But that seems a very long time for a drone to stay dead still. Is it achievable? Given the fixed aperture it seems to me it would have be in the middle of the night or a very dull day with a ND. I saw Polar pro on this thread. Any results? Thanks in advance.
