Flying in a public shopping centre?

Even in the US, it is not illegal to fly indoors. Over people, LOS, etc. FAA does not control that. The only issue here is safety. If they are going to fly indoors with people present they SHOULD take measures to prevent injury, prop guards, safety screen, etc. Plain and simple.
 
I'd be more concerned with the idiot that was flying his Mavic about 90m from airliner and posting the video on You Tube. That's most likely to do more damage to the hobby. The video is not hidden on You Tube and he even films himself during the flight! Total utter @$%^er!

That said out of common sense and as a 25+ year RC nut, I'd not fly over anyone or in close proximity unless the model was super tiny and the rotors were fully shrouded (tiny whoop style)... a model of even this size could cut quite nicely into bare skin. The cheep plastic props tend to be quite sharp. As tempting as it is to want to show other that you can fly, if its not safe then just don't!
