Flying in Newmarket, West Sussex

Hi,
I'm just wondering how you would get permission to fly over Newmarket as the West Sussex Council has a blanket ban on all drone flights in built-up areas and the local parks.
I am a commercial pilot that has passed my PFCO.
I have a job to photograph and video I second-storey roof so would not be flying that high maybe only 80 to 100 feet.

Any answers, hints or tips for me would be much appreciated
