Hi- If you are on Tamiami Trail the rest areas are on the pull offs heading towards the Everglades, but not in the park. I have flown there. See the attached 2:41 min video, which opens with Everglades scenes. This was taken from a roadside pull off about 1/2 mile east of the park entrance, on the right.Inside Everglades National Park? No, it's a national park.

I am flying away from the park, towards the north side of the canal, across the road from the park, and at no time does the drone enter the park. The park is on the south side of the roadMy understanding is that the prohibition is you cannot take off and land within the park but the National Park Service has no jurisdiction over the airspace above the park. So as long as you launch and land outside the park boundaries and maintain VLOS,you should be OK.
