flying with a tablet instead of a phone

So if your Ipad Pro had cell service, would that be a good option?

I'd probably use it then, the lack of maps felt like a genuine disadvantage

I just can't justify a data plan simply for flying with a tablet

Unless I'm mistaken if your cell phone has mobile hotspot you can use that to supply WiFi to the tablet.

using wifi on the controller device (cell/tablet) can create interference and reduce your effective range. Try to catche the maps, or try bluetooth for internet access from your phone to tablet.

So turn off WiFi on my phone when I fly? Why would I want to cache maps prior to flight if Litchi is not available (yet) for the Mini? I used Litchi on my Phantom 4 Pro V2.

Yes, wifi from the phone/tablet causes interference.
the wifi is used to load the maps, if you cache te maps, wifi is not needed.
