This is more a general video camera technical question. I know if you open the apeture and decrease the shutter speed it lets more light it
But what about FPS?

Does having a lower FPS allow more light in to ?
 
No. To take it to extremes, you can have a frame rate of one frame per minute but a shutter speed of 1/60th per second. When played back at regular speed it would be a sped up time lapse. Shutter speed, aperture, and ISO are what controls the effects of light.
 
Im asking this in particular for a gopro but the concepts are all the same for any type of video camera

So is the guy in the below tutorial wrong? He says lower fps allows more light in darker environments

He's quite wrong and doesn't have a very good understanding of the topic.
The number of frames per second makes no difference to exposure.
What matters is that each of those frames is properly exposed.
The aperture and shutter speed affect how much light gets to the sensor.

If your shutter speed/aperture combination is giving underexposed frames, it doesn't matter how many of those frames are recorded each second - they are still going to be underexposed.
