GPS

If I'm correct, which I can't promise I am, but without the gps on, you will not be able to use tap to fly or active track features.
 
I believe running the gps on your mobile device allows for real time updates to your maps during flight, it also allows for the use of dynamic home points.
Follow Me works via GPS, Active Track via the front "3D view cameras".
Active Track is a bit more accurate but can fail if you and the background "blend together" too much. Follow me on the other hand is more stable but is not as precise.

You can fly the drone with devices that don't have gps capabilities, so I would say the answer is no. Curious why you would want to do that?
 
Is it necessary to run the gps on your phone when you fly?
You only need GPS on your mobile device if you want to use the Follow Me feature or be able to manually reset the home point to your current location after taking off. If you do not plan on using those features, then it would be okay to disable GPS.

Just considering putting my iPhone into airplane mode. To stop any notifications while flying.
