Horizontal panning always choppy on the Mavic?

Can somebody please explain the technical reasons why horizontal panning on the Mavic usually results in choppy footage? I know panning slowly, with ND filters and at least 30fps helps but it can still show and it's not the computer. I just don't understand why Phantoms do so much better with this?
