Can't find the settings for 12 or 48mp, seems to be stuck on 48, except at night, when presumably because of the slow shutter speed it automatically becomes 12. Downloaded the manual, no mention of settings, tried tapping the 48 on the screen but nothing happens.
How do I change photo resolution?

While 48MP images contain more data and are higher-quality, you can only shoot them as a single image. Shooting in Burst, AEB, or Timed modes automatically gives you a 12MP shot. When you shoot 48MP, you should ensure you have your settings optimized as you won't have several different frames to work with in post-processing.

So that's it then - you can't select single shot 12mp....but the night shot I took was a single shot, at 12mp, and I hadn't changed anything - and what setting did they use in the review that gave a 48mp night shot?

No bracketing, it was on auto though.
Why isn't all this explained in the manual - or have I missed it?

That's what I normally do and it normally works, not this time though.
OK, worked it out, simple.
Single shot is default 12mp, just touch the 48 below to change it. Don't see why it doesn't just say 12 or 48.
