Federal is Not State. We live in a republic, thus there is a significant difference in the decisions the Federal government makes and the states make. It's similar to when states legalized pot before the Federal government would condone it. The cops and the FBI kept getting in fights over it. In fact, there were few rare instances where guns were drawn on both sides FBI vs Local Police. FBI tried to override the state's rights. Needless to say the state government wouldn't have it. Eventually the feds gave in to the states. But you can still be arrested by the feds under certain circumstances.

Regarding drones: the states have the right to buy any kind of drone they want, be it USA or Chinese made. State budgets will likely force them to buy DJI equipement. If the federal government were to fund the buying of drones by a state, those funds would only be allowed to buy non-dji or non-chinese made drones.
