IPhone 6 plus 16gb for Mavic Air

Looking to buy a used IPhone 6Plus ATT provider ready and dedicate it to Mavic Air. Questions are I currently have a IPhone 5s for my personal cell, Verizon provider, capable of hot spot. Can I down load DJI Go4 to IPhone 6 via Hot spot and never need to activate this phone with any cellular provider and run Go4 app for Mavic Air

Is a sims card necessary or an option?

No need for SIM card. iPhone itself has a gps chip for everything you would need. You can’t get follow-me feature without a gps chip in it but the iPhone has it. You do not need active cell service to the phone.
