Is it legal to fly near Mount St. Helens, Washington?

Where are you seeing that?

That page says that the only areas where it's restricted are #1 and #2 and links to the map (https://www.fs.usda.gov/Internet/FSE_DOCUMENTS/stelprd3843447.pdf). Those are inside the crater and the climbing permit required area. The rest of the monument (darker green area) is fine.

You missed #3. No aircraft or drone. Last line under "Know the Rules"
You're right, I didn't see that at the top of the map. Weird that the pdf and the actual page that talks about drones are not in sync.

If you follow the map, that still leaves the whole south part of the park open for drones.

This page Gifford Pinchot National Forest - Other Activities specifically talks about drones and only lists wilderness areas and Closure Area #1 and #2 (with a link to the above map).

And yes, should be fine to take off outside, but that's a large area, so doesn't buy you much.
