Sorry, I should have quoted the Part 107 rule:For doing any kind of "buzzing" in a manned aircraft (is that equivalent? I'm not saying it is...) I'd expect them to come down hard. They may (or may not) view drones differently: for sure, a 249 gram drone is not the same as a 1600 pound Cessna, but the same catch-all rule could be applied (or they may get out the calculators and get deep into kinetic energy equations).
§ 107.23 Hazardous operation.
No person may:(a) Operate a small unmanned aircraft system in a careless or reckless manner so as to endanger the life or property of another; or
(b) Allow an object to be dropped from a small unmanned aircraft in a manner that creates an undue hazard to persons or property.
The 91 rule speaks to “manned” aircraft, the 107 rule speaks to “unmanned”.
