Both for waiver, or just to get clearance that would otherwise be obtained through LAANC? I know requests from hobbyists for waiver to go higher than facilities map altitude gets denied.

It is a TFR and the FAA will not grant clearance anyway. You have to submit your request the the entity that petitioned for the TFR in the first place.
