Mavis Photo Issues

I am switching to photo mode and taking pictures
5 image HDR may be part of the problem on that one. You are not on a tripod and you will get ghosting.

As another stated, keep you ISO low to avoid noise, and your shutter speed as fast as possible.

Are you switching to photo mode when doing stills or are you capturing while set to video mode?
 
I would suggest keeping that ND filter off if you are taking stills. Both of these pictures are on the lower light side, so an ND filter is only hurting you here. You want a faster shutter speed, but a balance due to lower light. Also, try AEB instead of HDR. I have not had much luck with HDR, I dont trust the color processing of the Mavic Air, I would rather create my own adjustments on a RAW file than allowing the drone to do it. Lastly, I think you're on the right thought process about thinking of dropping the camera down a little, the sky should only take up 1/3 of the frame, not half the frame. This creates better composition and also changes the exposure to the ground, instead of the sky.
