Probably because the manual states that the downward vision system may not function properly over water.Not sure why you ask - why would you cover them?

Not sure whether up to 10 meters minis height is determined primary from downvision sensors which can be fooled by water and at some moment may decide to go to emergency landing. For example, flying on 10 meters, lowering to 5, downvision thinks that AC is not on 5 but 0,5 and goes to landing.Yep I guess.
To the OP: if that’s the case, doesn’t mean cover it!
Just means that it may not “see” the water like “ground”. So you need to watch your height manually: don’t assume it will avoid the water, it may crash into it if you rely on sensors.

Covered sensors means that height is only my responsibility.
Yes, it will fly with covered sensors. There is at least one clip on Youtube about flying indoors with covered sensors. I think that all those through the car's windows clips are made that way or mini would jump up when sensing bottom of the window frame. Wawes are not problem. I would say the main issue is it not seeing the water, rather than over compensating. But the hump of a large wave and it thinks it’s “goin’ down brace brace!”?
