No, They both use a different transmission technology and are not compatible unless you have the RC Pro and use it's HDMI output function to the goggles.

I’m not sure what output the normal mini controller uses, but with my Spark I can use the micro USB out to a hdmi adapter, then hdmi cable to my RE goggles and the end result is fine visually, pretty much the same as with the Occusync connection with my M1P.

I only lose some of the functions the goggles are capable of providing, but still get the FPV goggles experience when I like.

I’m almost sure some have connected mini models in a similar way.

As has not released the SDK on the Mini 3 Pro there are no 3rd party apps, like Litchi, available yet. There are no external devices (phone/tablet) that can be connected to the DJI RC controller. However if you have an RCN1 and a phone you can use a DroneMask/MagiMask with the Mini 3 Pro for FPV.
