Not allowed to retrieve files from RC 2

No DJI hasn't done anything like that.
How are you trying to access the files, what is preventing you?
I have a windows 10 laptop and in the past connect the Controller to the Pc with a USB-C cable. I’ve tried several of my cables but not working. Also, I guess a MacBook won’t recognize the RC 2.

I have never seen these messages before, I usually just use a File Manager to copy the files but the File Manager does not show the RC 2 in the Directory Tree
It's an android device - have you tried pairing it with your computer so that the PC recognises it as a connected device?

If Windows does not show the remote controller connected in "This PC" along with your other drives, then you might be using a charge-only cable.

Yeah, I agree.

Seems like you have a gallery app on your computer that have been set to look for photos when something is connected (your screen shots doesn't show a DJI message... it from that gallery app on your PC).

Close that window down & try to open windows explorer instead... I bet that you can find the RC2 there in the device & drive section.
