The stated goals are ridiculous and don't really support the development of domestic manufacturing capacity. This is more fluff than substance. There's nothing about developing manufacturing capacity.

You can prioritize purchases of American-made hardware, but it's meaningless without American manufacturers. Does he really mean that industry is to help fund the purchases?

Engineers and AI experts aren't manufacturers. New American startup manufacturers will not be producing low-cost products in numbers any time soon.

Training can only follow acquisition of the hardware. The risk averse bit is just Pete trying to be macho.

Much of this is about being able to check off the Heritage Foundation's wet dream shopping list while conning enough of the population to vote and cheer for it. I've never been so ashamed to be an American in my life, although it got started with Reagan. Even at 16, I knew Republicans were masters of getting the mouth breathers who peaked in middle school to vote against their own interests using hot button issues like "patriotism", guns, minorities and "illegals".

Hegseth is one of many grifter pretty boys whose only real qualification is loyalty to the boss.
