Sensors (image sensors) are very susceptible to laser damage long before actual physical heating effects are possible.
Plenty of examples of the LIDAR used by self-driving car killing the sensors of journalists covering the things, wedding and night club photographers having them damaged, photo journalists covering protests and so on.
So although the drone physically is unlikely to be harmed, it can certainly be rendered blind easily (and the operator may then accidentally crash it into something).
Not sure what the effect would be of lasers into the OA sensors, it might just fry them OR it could (less likely) trigger an OA stop or movement.
With the higher powered pointers, id venture that if a drone is close enough to be seen and heard, it's close enough for a *well aimed* laser to cause damage to the image sensor.
