When I use the goggles it changes my video setting from 4k 24fps to 1080p 30fps. Is this because the goggles are set in HD mode?

I can change it back no problem but id just like 4k to be a default like it is if i don't use the goggles.

Yes, set your goggles to Normal Mode or Smooth mode.
