Shipping drone from Mexico for repair

I have been trying to ship my mavic back to the repair location in Texas and have been denied 2 times for crossing the package at the boarder. UPS will not ship it and other US-Mex importer tried to drive it across to ship it from San Diego as well as walk it across and was denied entry. What to do?

any ideas? DJI gives no guidance as if I may be the only or first person to try and send across border north. Their comment says" use shipping label provided" and UPS states no drones allowed going north.
