I use image composite editor from Microsoft (free). It can make pano shots directly from a video pan. I really like it.

For taking single 4k frames from a video I use VLC player. There is a shortcut key to skip the video frame by frame. Hardly take any pictures anymore. Just grab the frames I like from the video. Do use picture mode when doing long exposure shots.
