Most airlines require drone and batteries in carry-on an batteries at 60% or less... but not all. Contact your airline.

Generally, no.

I'm now in Chios island. No problem at all for flying from France (via Athens) with a Mavic pro in my suitcase and 3 batteries half-charged with connector protection in my hand luggage.
